The use of the sustainable energy in Lithuanian Municipalities

Transfer of Norwegian Experience in promotion of the use of the renewable energy sources to Lithuanian Municipalities

Seven Lithuanian municipalities had signed EU Mayors Pact in 2009. Vilkaviskis and Anyksciai municipalities, both being project’s partners, were among them. The municipalities had obliged themselves at reducing their green house gasses’ emissions by 20% till 2020. The municipalities were actively investing in conversion of the local boiler-houses to renewable sources of energy, renovation and modernization of the heating systems in public buildings even before joining the Mayors Pact. However these activities were mostly driven by the need to reduce energy expenditures, while reduction of the green house gasses was never evaluated. The main reason for this is seen lack of capacities in the area of climate change, and absence of the user-friendly planning tools for municipalities. Five partners that had united their efforts to overcome these obstacles are: “Sustainable Development Initiatives”, Municipalities of Vilkaviskis and Anyksciai, Hedmark County and Consulting Company “New Energy Performance AS”.

The project aims at using Norwegian experiences in promotion of the renewable energy sources in Vilkaviskis and Anyksciai districts by raising level of the competences of the Lithuania project partners and by applying of the energy and climate planning practices.
During this capacities’ building project 20 municipal employees will receive 24 hours of special trainings, and 8 of them for the exchange of the experiences in renewables’ application will visit Norwegian partners. The Norwegian methodology on preparation of the energy and climate plans will be adapter for the Lithuanian needs (500 units will be published). Two pilot energy and climate plans will be developed for Lithuanian municipalities. Partners will develop and sign their cooperation plan. Information on the project will be widely disseminated.
